By Abena RockcliffeFormer President, Troy Aikman UCLA Jersey, Donald Ramotar sees no wrong in the People Progressive Party/ Civic’s (PPP/C) action when it leased Red House to a company controlled by Party members, yet continued to allow the state to foot the bill for workers’ salary. He said this yesterday during a telephone interview with Kaieteur News.Ramotar admitted that he was fully aware of the process which was not made public until discovered by the new government.During the interview yesterday, the former President said, “I see nothing wrong with what was done. What is so wrong with giving a lease?”Pointing to the fact that the building was leased for just a measly $1000 per month, Ramotar said “I still do not see anything wrong with that, I do not see what all the noise is about.”Building his defence, Ramotar pointed to the fact that the PPP/C government had given five acres of land to the Burnham family.Former President, Adoree Jackson College Jersey, Donald Ramotar“We gave five acres of land to the Burnham family, to Viola Burnham; and what did they do? That family sold it for a profit. But we did not hear noise about that. We did not sell Red House we leased it.”Questioned about the PPPC government’s decision to continue paying the staff, Ramotar responded, “Well if the new government does not want to pay the staff anymore that’s their business, Wholesale Real Madrid Jerseys, I cannot do anything about that.”He said that the Cheddi Jagan Research Center did lots in facilitating research for many local students and foreigners and is in honour of an extraordinary human being. However, Ramotar dodged the question as to whether the government which he was leading was not doing a good enough job running Red House. The PPP’s action was revealed when Minister of State Joseph Harmon took the floor during the Budget debates. The Minister told the House that the PPP/C administration spent tens of millions of dollars over the years to renovate the Cheddi Jagan Research Centre (Red House) which remained state property until 2012. During that year, a company was established named ‘Cheddi Jagan Research Inc.’ and the building was leased by the PPP to that company. The lease agreement has duration of 99 years at a cost of only $1000 monthly. This will add up to $12, 000 per year and $1, Matt Barkley College Jersey, 188, 000 over the 99-year period. This will not be even a quarter of what was spent to build, Cheap USC Trojans Jerseys, renovate and maintain the building over the years.Apart from this, Harmon said that the entity’s staff remained on the job and were still being paid by the State.Harmon said it is clear, the direction of the transaction since the Board involved top executives of the PPP including Geoffrey Da Silva,  the late Janet Jagan, Ramotar, James Rose, Michael Khan, Hydar Ally and Ralph Ramkarran, among others.Ramotar was President at the time he assumed membership of the Board. When Members of Parliament found out about the lease, they became incensed.Minister of Social Cohesion, Amna Ally, Cheap Villanova Wildcats Jerseys, was perhaps the loudest heckler during this time shouting things like “thief”, “shame”, “barefaced thieves” and “bam bam!”The late Dr. Cheddi Jagan is the founder of the Red House. Members of the government said that the PPP’s “theft” of the site is a dishonour to the late President.

– but say few options for unqualified womenThe brutal murder of security guard, Simone Coleridge, has brought to the fore the dangers that female guards in particular face on the night shift. It’s not that criminals haven’t been targeting female guards, particularly those who were posted at desolate locations. One was shot during the early stages of the crime wave while working at a city location. Another was attacked and sexually assaulted while on duty at the National Cultural Centre. Some have even alleged to be the targets of sexual harassment by some senior security officers. But while acknowledging the risks, female guards say that the security profession is one of the few options that are open to unqualified women trying to take care of their families. One security guard who has three children, Brett Hundley UCLA Jersey, described her job with a city security firm as being very challenging, but says she has no other choice.According to her, she has been employed with the popular city service since 2003, and it has not been a good experience.“They only robbing us, Nike Cowboys #89 Gavin Escobar Navy Blue/White Throwback Mens Stitched NFL Elite Jersey, we don’t get good treatment, any least thing them a harass you. But I have kids and I work because I need to; I have to pay rent, I got to have money.”She also said that the security firm pays well, Cheap Villanova Wildcats Jerseys, but complains that her employer deducts a lot of money over petty issues.“If you don’t go to inspection is $1, Brett Hundley College Jersey, 500, Tim Duncan College Jersey, if you forget your hat is $1, 000, if you forget your socks is $500 and the thing is, you working one place and when they come night time and guards short in any location, Wholesale Real Madrid Jerseys, they come for you to fill in. If you refuse to work the shift, is $2000 from your salary.”She noted that she had asked to only work day shifts, but because of the deductions, she is sometimes forced to work nights, which she described as being a very scary experience.“We got stomach, but our service is very bad. The majority of the guards are women because the men don’t take the harassing. Only ‘can’t help’ mek we working with them, if we had any other job, we woulda lef them long.”Another guard said that she is in her profession because it was the only job she could find at the time. This 28-year-old, says that she has been a guard for over four years and is hoping not be around for a fifth.“I used to work in an office and after I lost the job, this was the first job I got through with and I just end up sticking right here. I am scared, but life is about taking chances. You don’t have to be a security guard for certain things to happen to you, but you have to seek God’s protection.“It’s a dangerous job but most women have to do it because they have children to take care of and they are single parents. It pays more than a lot of other jobs, so that’s why some of us hold onto it for the time being.”Another said that she is just 19 years and took the job because she couldn’t find another. She joined the profession some four months ago.“I’m from Berbice and normally Berbice don’t have jobs so I just came in town to look for a job and this was the only one I could get through with for now. I’ll try to look for another job. I don’t have kids but I need to work and this is the only job I could find.I will pray to God and ask him to see me through.”Meanwhile, a mother of three says that she joined the profession four months ago as a means to provide extra income to her household, but because of the dangers, she insists on only working day shifts. However, a 48-year-old woman says she has been an armed guard her entire life and likes it.She says her siblings all did security work and as such, she developed an interest in the profession. She added that there were times that it has been scary and times her children encouraged her to quit, but she persevered.“I’m lucky to have never been through certain situations in my years.”

The Credit Reporting Bill which seeks to enable a more reliable and responsible credit lending while protecting competitive borrowers’ rights, was referred to a Special Select Committee on Thursday evening during the sitting of the National Assembly.During his presentation of the Bill to the House, Troy Polamalu College Jersey, Minister of Finance, Dr. Ashni Singh, noted that the Bill represents another installment in Government’s efforts to strengthen and modernise the financial system. While the Bill was being presented, Robert Woods USC Jersey, only two members of the opposition were present— GAP/ROAR Everall Franklin, and AFC’s Sheila Holder.Dr. Singh noted that the government has recognised that a strong, stable and sound financial system which is responsibly managed and well regulated is critical if Guyana is to realise sustained economic development.“Such a system is indeed a prerequisite to mobilising saving and private investment by the private sector and we have sought over the years to ensure the establishment of a legal and institutional framework that would facilitate the growth and development of such a strong and stable financial system.”The Bill provides for the licensing of credit bureaux by the Bank. It stipulates that only a locally incorporated company limited by shares, whose activities are restricted by its articles of incorporation to carrying on the business of a credit bureau would be eligible to conduct the business of a credit bureau.According to Dr. Singh, a robust framework exists under which the financial system operates due to a number of legislations that were implemented. Due to the legislations, Russell Westbrook UCLA Jersey, Guyana has witnessed striking growth in the banking sector, Dr Singh added. He told the National Assembly that growth assets of the banking system moved from $100.5 billion at the end of December 1998 to $232.6 billion at the end of December 2008. This is an increase of 131 percent in the growth of the banking system, Lonzo Ball College Jersey, he said.Total deposits for that period increased from $76.6 billion to $196 billion. Total loans increased from $51.6 billion to $86 billion while investments jumped from $18.3 billion to $87.7 billion.Capital and reserves increased from $10.6 billion to $20.7 billion. Profitability ratios improved with return on assets moving from 1.6 to 2.4 percent and return on equity improving from 14.1 percent to 27.2 percent.According to Dr. Singh, at the same time, the access of Guyanese to the formal financial system has increased. He explained that between January 1999 and December 2008, 11 new bank branches were established and at the end of September last, it increased to 27 while the number of ATMs increased from 35 at the end of 2001, Zach LaVine College Jersey, to 71 at the end of September 2009.According to the Finance Minister, over the past ten years, Guyana’s economy had recorded a steady real growth as the Gross Domestic Product (GDP) increased from $124 billion in 1999 to $236 billion in 2008.Foreign direct investment has increased from US$46 million in 1999 to US$179 million in 2008 as external public death has been reduced from US$1.2 billion at the end of 1999 to US$834 million at end of 2008.Net international reserves increased from US$127 million at the end of 1999 to US$299 million at the end of 2008.Dr. Singh pointed out that in the midst of financial turmoil around the world; Guyana’s financial system has remained strong, liquid and vibrant. He noted that the government recognised that the productive sector continues to regard access to financing as a constraint to expansion and as such he is convinced that the ease of access to credit by small businesses throughout Guyana will be enhanced with the establishment of a credit reporting industry.Minister with responsibility for Trade, Manniram Prashad, in expressing his support for the Bill, Pistons #0 Andre Drummond Navy Stitched NBA Jersey, pointed out that anyone going to a bank, a trust fund or insurance company for a loan will be able to immediately get their application processed as long as the credit bureau is in operation and can provide immediate information on credit rating. He noted that waiting time would be reduced and there will be minimum awkward questions asked.Minister Prashad said the bill seeks to provide for the establishment of a credit reporting industry which will facilitate the provision of information about potential debtors to creditors from a credible source.Part II of the bill sets out the licensing procedures and establishes specific criteria governing the form and content of an application for a licence and the factors to be considered by the Bank when evaluating an application for a licence.Provision is also made for the circumstances in which a licence could be revoked and the procedure for giving the licensee an opportunity to respond prior to revocation. It was explained that the bill provides for the supervision of the credit bureau by the Bank and details enforcement measures which may be adopted by the Bank.Provision is also made in this part for the conduct of an annual audit and compliance interview and for the submission of this report to the Bank and shareholders.

NEW AMSTERDAM, BERBICE – Chairman of the Government Pensioners’ Association Berbice Branch, Clement Johnson, has condemned the recent theft at the pensioners’ building. He said a series of suspicious acts led members to believe that it is not an ordinary burglary but one that was planned even during construction. The windows from which the panes were stolen. The building is not complete but the initial arrangement between the Region Six Administration and the Pensioners’ Association was for the members to use the facility as work progressed and it would remain in the custody of the Region Six Administration.According to Mr. Johnson, Josh Rosen UCLA Jersey, on January 8, the Region Six engineer informed him that the plumbing, electrical fittings and the sanitary facilities would be installed. He added that on January 19, the very engineer advised the members of the Pensioners’ Association to take over the incomplete building, with a promise to continue work later this year. The pensioners took over the structure on January 20.“On January 26th, when we entered the building we found it broken into. The back door was ajar, one WC Suite, ten louvre frames and 105 four-inch louvre blades were stolen.” As if that was not enough, Kyle Lowry College Jersey, the senior citizens made discoveries they called startling, O.J. Simpson College Jersey, “On further checking we found defects on the building. The contractor used one and a half inch wire nails to secure the louvre frames instead of screws. The toilet bowl was not properly embedded in concrete, Josh Rosen College Jersey, the mixture was poor and one only had to shake it for the toilet bowl to come out. Both doors were not properly secured at construction, Villanova Wildcats Jerseys, only one tower bolt was used at the top of each door instead of the two normally used.”The matter was reported to both the Regional Administration and the police and is being investigated. Over the weekend, a source from the Guyana Police Force promised to look into the case.Mr. Johnson opined that there is an orchestrated attempt by forces unknown to frustrate the efforts of the pensioners, Wholesale Golden State Warriors Jerseys, “We would not give up. We would fight to the end to be of some value to our community no matter what hurdles we are faced with. We are all pensioners, we have served faithfully. We would not allow those who think we do not deserve this building and that government’s money could have been invested on other things to win.”After no help was forthcoming, on Friday, the members of the pensioners association made a decision to secure the building using whatever funds they had at their disposal, “We hired two carpenters and they are removing all the remaining louvre panes and replacing them with reinforced concrete vent blocks. This is what the contractor should have done in the first instance because of the area in which the building is situated.”Carpenters replacing the missing panes. The structure is located just east of the New Amsterdam Post Office and was a deed of gift handed over in 1999 by the New Amsterdam Town Council.Mr. Johnson explained that Government gave $5M in 2005 to the local administration for the construction of the building. In 2006, the Region Six Democratic Council advertised a tender for its Capital Works Programme which included the construction of the structure for the pensioners’ association. The tender was awarded during the latter part of 2006 and construction began in January of the following year. However, only the base of the building was erected, work ceased and the pensioners were told the funds were not adequate. They requested financial statements the said year on how the funds were expended but never got any to date nor an explanation, “They told us the money finished. I worked with the Ministry of Works for 30 years and I was involved in construction work and so on. With the knowledge I have…No way that foundation could have cost $5 million. We queried that and we got nowhere. Still no one told us how this $5 million was spent but the Administration started back to work on the site in November last year.”The Government Pensioners’ Association Berbice Branch comprises 100 members. At present the group uses the New Amsterdam Lion’s Club Den at Vryman’s Erven.
